This is true Paul.

This is where a tripod can come in handy- a good BIG one; tie the dog to
the tripod. Now take your photo. :)
Or take a photo of the dog pulling the tripod down the street.....

Even a 6 pound Papillon can cause some HORRENDOUS "camera-shake"!
