Tom,
Covent Garden, lots of tourists and stalls, street entertainers. Easy to photograph, everyone expects it.
Speakers Corner, Sunday mornings at the Marble Arch corner of Hyde Park, lots of people watching people 'rant', photography almost expected.
Trafalgar Square, with the pigeons/vermin. Lots of tourists having pictures taken, mix in there...

Portobello Road Market, North Kensington (Nr
Ladbroke Grove Tube Station) on a Saturday,
you'll not find a more cosmopolitan mix of
"interesting" characters anywhere, street
performers, tourists, locals, stall holders,
etc.  You may even find the odd LTM leica for
sale at the top end of the market (tho I
wouldnt recommended the market for buying
cameras!).  If anything does catch your eye
be sure to haggle hard and have fun.
