Yeah, there were a great many policeman with full camera outfits, nicer ones
than the press boys had. Lots of them had DV cameras too.

If you look closely the cop in the picture you cite has an custom built box
containing a TLR mounted on a bracket attached to the SLR, so he's actually
shooting with 2 cameras. I imagine the TLR is for big crowd shots so they
can pick out individuals in Photoshop and show the context of details they
grab on the Nikon. Or possibly for mugshots I guess.
