A company called Optech makes "Hood Hats". They are tapered neoprene covers
that fit over lens hoods:

Look at the bottom of "lens/optic"

I assume you have tried Leica parts for the springs? Check with Leica USA
and they may be able to provide you with a number your dealer can order:

I think you are probably not going to be able to get the springs from Leica.
Could you fabricate new ones from stock or cut down similar springs from say
a hobby store?
