Just think about how much revenue we deny the USPS by having personal
conversations!  And, those who have their names taken off direct mail lists
should definitely compenate the USPS for lost revenues as well!

On the serious side, who pays the nickel, the sender or the recipient?
Sender paying would probably be the end of mail lists.  If recipient pays,
worst case, people would have to use the digests, which would probably
become longer.  Either that or shift to a message board format rather than a
mail list.
