I follow the instructions to the letter too.  I use a pipette to measure out
the amount of Photo-Flo (7ml for 5-reel tank, 3ml for 2-reel tank).  I let
them soak for about 10-20s.  I vigorously shake the buggers after having
taken them out of the tank to get rid of any excess water.  AND I STILL GET
*(&#@!$ WATERMARKS!!

In fact, generally, for some reason, my negs looked like they've been
dragged behind a pickup truck on a gravel road.
