I saw a news program on Brazil's bureaucracy a few years back.  People would
actually have to prove they were not deceased and not married to get welfare
benefits!  The program stated that an incoming President cut out a lot of
this nonsense by ordering that the bureaucracy was not to presume people are
lying unless there is evidence to that effect.
