I do not believe you can do 1:2 or 1:3 in the 2500 tanks either without using a reduced number of rolls of film vs the maximum. They don't maintain the necessary amount of fluid when laying on their side, if you want to follow the 100ml of developer per roll rule. For 1:2 , you obviously have 300ml of fluid per roll, and for 1:3 you have 400ml fluid per roll. A two reel tank (two 35mm reels - 2523 tank) holds 450ml horizontally. That means you can only do one roll at both 1:2 or 1:3. The 5 reel tank (five 35mm reels - 2553 holds 1000ml, so you can do 3 rolls at 1:2, and 2 rolls at 1:3.
