Here in California there are explicit guidelines published by the government about disposing of photographic chemicals. In summary,it goes like this:

Everything but fixer and toner: happily dump it down the sink.

Spent fixer and toner needs to be handled as hazardous waste. Many cities, including the one I live in, have organized schedules for recycling spent fixer free of charge, but spent toner, especially selenium toner, needs to be handled with extreme care and you should talk to your local government about how to do that.
