Why would this be so?  Until MacMillan lowered the tariffs in, when was
it?, '62?  it applied equally to ALL foreign camera companies, be it Leitz
or Zeiss Ikon or Franke & Heidecke from Germany or Kodak from Germany or
the US or Nippon Kogaku or the Canon Camera Company from Japan.  Where is
the special pleading for the Japanese companies in this mix?
