I remember when I bought them I got a #2 and 4 Lo Con, and a #1,3,5 Double
Fog, so they are or were all available separately.  This was about 1987 or
so.

As Mark pointed out they are indeed all different kinds of diffusion
filters.  Think of them as a fine white stocking.
