I'm not sure about that.
I heard some PC/Windows users also are qualified to enter there and set up a
web site for free. And it's easy, indeed.
Give it a try and tell us if that is true.
I can't do it since I'm on a Mac...
You have to go to 

http://www.apple.com/

then click on "iTools" and then "Homepage"...

they will ask you to register before getting on board
