I wold scan at maximum resolution if you are going to archive you 
images. You never really know what you might need later on and then it 
is scanned. I scale all my photos down without any problems.

I have been using Cumulus 5.0, then Fotostation 4.5 to archive, but 
never really liked either. If you are on a Mac, iView Mediapro is a 
great little program and would do what you want. I don't know if they 
offer a PC version.
