I dun't know about the 400 f/2.8 setup but the non-modular 280 f/2.8 plus the APO 1.4 and 2x extenders will get you the same focal lengths and apertures as the 280/400/560 head with the 1x, 1.4x and 2x focus modules, plus the non-modular extenders can be used on other lenses too.
 
Maybe I'm missing something but I don't see the advantages of the modular system.
