Balcar and some other studio strobes will do what they call a "strobo"
effect. It is a rapid series of strobe bursts. I would do it that way.
Surely you can rent or borrow one someplace.

My neighbor's son is a drummer (and a good one) and they've asked me to
shoot a
portrait of him while he's playing.

I have an image in my mind of an effect I'd like to achieve: I'd like to
shoot
with a long shutter speed to get his drum sticks and high-hat as blurred -
but
use a strobe to freeze the drumstick in the middle of it's arc.
