The story I heard is that they will make certain
critical elements on their more optically demanding 
super wide or fast lenses and have the rest of the elements
made by the local glass factory. Apparantly, in any lens design
some elements make or break the lens while others can be all over
the place in terms of shape and glass variations without much
appreciable difference. I'm not sure which elements are critical though,
but I'de love to find out. (Maybe the rear ones)
