Here's my quick and dirty take on image manipulation, digital, scanner, or 
traditional:

Manipulate the tonal values to convey a mood: Knock yourself out
Clean up dirt and dust: Of course
Manipulate a physical object in an image, for example, moving pyramids or 
taking the telephone pole out of the scenic: Not legit, especially in 
photojournalism. Questionable for art.

Other exceptions will apply, but let's not discuss them 'til the cows come 
home....

I don't believe it ethical to do any manipulations beyond that which
presents the photo as the photographer envisions it, regardless of whether
done in the darkroom or in photoshop.  :)
