You may be right there. I (at one time) knew how CdS and selenium meters 
worked. If my memory is correct (it often isn't), selenium cells generate 
electricity as a result of light hitting them, and CdS cells change in 
resistance as a result of light hitting them. If the greater light causes 
more resistance, then an overpowered battery might cause underexposure.

I'll bet Bob Shell knows the answer to this.
