Well for Street Photography the way I decide which wide angle to use is, if
there is a medium crowd on a street I use a 35mm, if it is crowded I use a
28mm and sometimes a 21mm. I always have a second body with a 50mm which
works very well as a short telephoto and to isolate the subject.

Basically what focal lengths you use will be determined by how your style
evolves.
