I had similar problems with high dilutions of Rodinal, until I
switched from inverting tank to rotating reels. Until I started
to rotate them - I have no bubblems :)
Recommended rate: if time is <10 min, then 3 rotations every minute
starting from just after pouring developer into tank, if time is
between 10-20 minutes then rotations each 2 minutes and so on :)

As our developers differs a lot - i suspect this is rather a effect of
too soft water - rain water also easily frothes (i hope this is
grammarily correct :).
