Mark,
I bet you're using Ilford films.  I had the same problem (Delta 100 is the
worst) and solved it by doing a 2 minute presoak in plain water.  I was having
so much foaming I was afraid the top of the tank would be pushed off.  Ilford
seems to use an excess of surfactants in their emulsions and the presoak
removes enough to prevent the problem.
