John,

Tiltall, originally manufactured and marketed by the Marchioni brothers in
New Jersey, was copied and distributed by Star-D, a Japanese company.
If your model is old enough, Star-D is the place to look for parts.
I do not recall who is (or was) the US distributor for the Star-D tripods.
It may have been HP Marketing.
