Sorry to hear about your lens problem.  I had exactly the same problem with my
3E.  However, I sent mine to NJ and they returned an estimate fairly quickly. 
I never received any correspondence indicating that they couldn't fix it here.
 As a matter of fact, they did fix it and I received the lens about a week or
so after I received the estimate (mine was warranty work so they probably
didn't wait to start the repairs until they got back the estimate because I
was not required to pay for anything).  Now it works great. I'm curious as to
why they would need ot send it back to Germany as well so here is my question:
 If you purchase a non-passport (or non-US) lens can/will Leica in NJ still
repair the product under warranty (if any remains) or as a service for pay (if
warranty has expired)?  Perhaps a stupid question, I was just wondering.
