Montreal is a wonderful city to visit. I highly recommend it though I 
have not been there for a number of years. Most people know English 
and, what the heck, sign language is part of the fun. There is no 
problem with the taking of pictures only the publishing of them. Of 
course you can still be charged with mischief if you are truly hassling 
people but that is the same everywhere.
