I happen to love my Tele-Elmarit. It is everything I want in a Leica lens. It is small enough to fit in a pocket, even with the reversed metal shade (whatever you do, DO NOT get the deplorable collapsible rubber shade...I will not go into details, but it is perhaps the single worst item that Leica has ever had on offer). It is plenty sharp and contrasty enough, and mine does not suffer from fog or fungus. Lots of people say theirs is prone to flare, mine isn't. I place great value on good lenses that are discrete and pocketable...I hate bags...and my favorite kit is an M-6, the Tele-Elmarit and the fourth expression, spherical, 35 Summicron ( the ten diaphragm blades make all the difference). How good is the Tele-Elmarit? Certainly it is not as sharp and contrasty as the present 90/f2.8 or the redoubtable 90 AA. Neither is it as expensive or as big. If you're a "walking around" kind of photographer, the Tele-Elmarit might be just the lens for you. If you are a squeeze-every-last-line-per-millimeter-out-of-my-lens-for-every-shot kind of photographer you should not consider it. How "good" it is depends, as usual, on what you value in a lens and what you want. It also appears that how "good" any Tele-Elmarit is varies from unit to unit. This particular lens seems to have suffered from production values that ran from exceptional to abominable so you should try the individual lens you intend to buy before making a commitment.
