No, he quite clearly is stuck in a racist time warp in which it's 1942
and he still wants to bomb Tokyo and inter Japanese Americans.

How does he keep escaping from that locked ward, anyway?

As you can see form the quote below Don R. is stuck in a time warp:

He still is back in 1941 and doesn't realize that "Jap" is not an 
acceptable contraction for Japanese.
