Huh? It takes about a gallon of water to develop film if you use it 
sparingly. My old-old darkroom in Maine didn't have a water supply so 
I had to drag it in in old soda pop bottles.

The biggest water usage is the rinse, but even that you can do in 
about 2 liters if you're careful.
