The finest source for a scientific analysis of the two versions of the
3.5/65 Elmar-V can be found in Erwin Puts' book on Leica lenses published
by Hove, a work most heartily recommended.

I own a first-version Elmar-V and use it regularly.  It is a consistent
lens, capable of running from limited macro work to infinity.  My primary
use is to shoot close-ups of cameras and details of the same, and it is
certainly excellent for these uses.  I do not recall ever using it for
infinity work but suspect that it would perform on par with the 2.8 or
3.5/5cm Elmar in that mode, given the difference in focal lengths.

Certainly, the Elmar-V is almost of the optical quality of the 5.6/135 Carl
Zeiss S-Planar for the Hasselblad and Rolleiflex MF SLR's.  If I want the
VERY best, I use CZJ Mikrotars, CZ Luminars, or Leitz Photars on my
Hasselblad 2000 FCM but, for normal uses, the 3.5/65 Elmar-V is a perfectly
acceptable lens.
