Hi Eric,

Yes i have several Bonsai here in the UK, used to be a member of the
National Bonsai Society who meet not far from me in Southport, NW England.

Anyway, to answer your question, have a look at the following site:

it has links to other sites and also information and discussions.

As far as the tools go, you do not really need any specialist tools to get
started, as these are usually used for specific techniques or styles.

You could have a look at the following starter kit :
