without film, in auto, for low shutter speeds, i believe the CLE
depends on film in the camera because the sensor reads off the film 
surface.  Without film, at low speeds, the camera is trying to read 
off the black pressure plate and long readings would be expected.

i dug out my CLE and without film, it also behaves as you describe, 
at speeds under 1/60th, it is much slower than what the viewfinder
says.  i recall reading about this in the modern photography review
back when i bought the camera.

try loading film.
