During my overseas traveling days (8-10 trips/year from the US) I would 
only check a bag if I was certain that laundry could not get done 
someplace...and I'm even more fanatical about carrying on everything 
nowadays with the TSA (Taking Scissors Away) and the unlocked bags 
awaiting pillaging by other airport thieves.

Not sure why they have to hand inspect a bag that they've Xrayed...if 
they see something suspicious I'd think they'd want the bag owner there 
when they opened the bag.  But that smacks of logic.

But of course we ALL feel safer, don't we?
