We often have a similar result.  Our hospitals do not turn away the poor
when they come in with an emergency.  After running up $40,000 ++ in medical
bills the patient discharges the debt in bankruptcy court.  Then the
hospital spreads the cost to those of us who pay for medical  insurance.
