Subject: [Leica] B&W: what causes the white stuff?

film: TMax400, soup: Xtol, Jobo processing, Photo-flo wash at the end.

This is the same process I have been using for the other 3 rolls, but they 
don't exhibit this problem. Is it from the photo-flo? Can I just re-wash it?
