In 2000 (pre 9-11) I had no trouble with hand inspections in Mumbai and 
Delhi. In Delhi (for a domestic flight) this was despite the otherwise 
toughest airport security I've ever been through. Xrays, multiple 
physical checks and pat-downs as well as identifying your bags on the 
tarmac before they were loaded on the plane. But no problem 
handchecking the film.
