Richard,
I have never had that experience with my IIIa.  To the best of my knowledge, 
if the shutter cocks, it will release.  It may be possible that, during the 
last film advance, the motion was stopped because you reached the end of the 
film, rather than by achieving a fully-cocked shutter.  In that case, it 
probably will not fire.
