I'm assuming you downsized the image to a jpeg?

Try printing the TIFF as is.  Only that which shows up in the final prints
really needs to be retouched.

If you look at the individual pixels at 100%, you'll quite possibly go more
insane than the average lugger already is in attempting to clean up all the
flaws.
