TF-4 is more concentrated than other fixers. It is packaged as a
supersaturated solution, and you must shake well, before placing it into
smaller bottles or mixing the working solution. The working solution will
become perfectly clear within a half hour. Parts of the cloudy precipitation
may be a beige color - This is harmless.

I guess we are all aiming at the same solution... shake, use distilled
water, mix well, filter it using a coffee filter if you wish, keep it pretty
warm.

I use TF-4 all the time and have none of the white spots.  My water being
different than yours, it could be particulates in the water.  Distilled
water will take care of that, but the wash is still tap water.  You may need
to use a in line filter.
