Arch,
I've heard people state that the repackaging is either film which was sent 
back to the MFG by the original retailer for varying reasons and then 
resold for repackaging, or that the re packagers buy bulk spools and spool 
themselves under their own name.

I'de bet repackaged film isn't fresh but certainly useable.
