BD,

You're right, but it's a whole lot easier and cheaper to hassle innocent 
people
taking a few happy snaps then it is to protect chemical plants, something 
which
takes a lot of work, expense, concentration, and - gasp - might put you in 
the
position of having to tell a community or a business they can't do just 
exactly
what they want to do.
