And it can't be rocket science to "ensure that IR filters are available at Point of Sale". If you buy at a Leica dealer, aren't most or all of them dealers of high end other gear, and have stock of suitable filters? The dealer could hand out the necessary filters, and bill back to Leica. Wouldn't that make sense?
