I have a little batch file that I run every now and then.
The magic incantation is:

cd %temp%
dir /O-D /P
Pause
rd %temp% /s /Q
md %temp%
dir /O-D /P
pause

The Pauses are there so that I can convince myself that I am not
automatically blowing away all my pics, or something I really want.

Basically, all this does is blow away the system's temporary directory,
and recreate it. If any of the temp files are actually in use, they do
not get deleted.
