Yes, Gilbert, as you say, for the same distance the perspective will be the 
same, although the FoV will be different. I think, in
this instance, Brian has shot from 3 feet with a 28mm and cropped to 
simulate a 75mm FoV from say 10 feet. So the perspective is not
the same, because the distance is different.

Focal length has no bearing on perspective; perspective only changes  
by moving the subject or the camera.
