Jeff,
Why yes, there is.  Use the measure tool from the toolbox to draw a line on
the horizon.  Then go to Image:Rotate and choose arbitrary.  Like magic. As
to the barrel distortion you can fix it in Edit, Transform, arbitrary. Pull
the corners as needed.
