70s.

It was written by Bill Danoff and Taffy Nivert, who were my neighbors in 
Maryland at the time. Their "Starland Vocal Band" 
(http://www.billdanoff.com/starlandvocalband.htm) recorded the definitive 
version of the song, but John Denver covered it and made it more widely 
known.

They are very lovely people. I haven't seen them in 25 years, and I'm sure 
they wouldn't remember me.
