I believe that a state-of-the-art Peace Machine could be priced,  
designed, developed and therefore achieved (by your analysis).
If one would design a fleet of air ships, ground vehicles and sea  
vessels; staffed them with unarmed but highly trained individuals;  
which delivered goods and services which would build infrastructure,  
educate, feed and supply employment to local citizens; rather than  
destroy infrastructure, poison water and air, prevent children from  
attending school, etc. All that's lacking is the will to dismantle  
the military-industrial complex; and the will to build a peace-making- 
industrial complex.
