I guess one could call it a characteristic of the 28 Summicron.
However, it becomes a problem if one needs that focal length for IR  
use; and does not want it to appear.
For me - only a characteristic if one can use it to some aesthetic  
advantage.
I've had one instance (out of several dozen tests with the 28 'cron)  
where it actually created an aesthetically pleasing effect.
