The mayor then was Sidney Barthelemy, a creole who beat Bill Jefferson for
the post.  Sidney was tourism based, (unlike the Morials who preceded and
followed him.)  He also was a leader in getting land-based Casinos
legalized, opened the Aquarium of the Americas and the Riverfront
Streetcar.

The quarters were clean because the mayor cared about something besides the
enrichment of his buddies.
