It's more likely to be a spelling mistake than a misunderstanding of the
meaning. It's likely that 'accept' and 'except' are homophones in the
writer's accent and he either doesn't know the spelling that expresses his
meaning, or he isn't sure which spelling represents which meaning and has
guessed wrongly. But his intended meaning is clear (after a brief pause for
thought), so it's not a semantic error. 

One way to check this is to ask whether you would have understood if you'd
heard it spoken rather than seen it written.
