I believe what truly defines a true macro lens is not how close it focuses;
But the fact that
1. its flat field at the close focus range.
2. its optimized for close focus not infinity



Flat field means you focus on the middle of a chalk board  wide open 18
inches away and the edges are in focus.
A typical zoom which lets you focus this close would not give you that.
Its focused 18" away on an 18" arch.
Fine for bumblebees on a bud
But not for copy work.
