Aha! I see a pattern.

Lightroom will start once (one time) after a reboot.

It seems to work as long as it has been started that one time.

If I exit, and do other things and then try and start it again, it
goes into an infinite loop.

If I reboot, I can start it (once) again.

I still feel there is something about java.exe being the culprit. When
I tried to reboot (which was difficult, since Lightroom doesn't
respond to attempts to kill it off) I get a quick message about
java.exe not being able to initialize its dll and then the machine
reboots.
